As a part of its strategic approach to increasing mobility in the region, RCTC is pursuing two major projects that include tolled roadways as important components.

On SR-91, arguably the most congested commute in the nation, RCTC has included the construction of two tolled express lanes as a part of its plan to widen the 91. These two tolled express lanes will accompany a new general purpose lane from the Orange County line to I-15. Plans also include a new general purpose lane from I-15 to Pierce street, a new direct connector between the eastbound SR-91 and northbound SR-71, and a separate eastbound road between Green River Road interchange and the 91/71 interchange.

The SR-91 toll lanes will be linked to new tolled express lanes planned for the I-15. The I-15 tolled expressway project includes two tolled express lanes and one mixed flow lane in each direction from SR-60 to SR-74. In addition, plans call for one high occupancy vehicle (HOV)lane in each direction from SR-74 to the 15/215 junction.

RCTC has received State Tolling Authority and is working on an agreement with the Federal Highway Administration for Federal Tolling Authority for the projects.
